What are cannabis clubs in Malta?
Cannabis clubs in Malta are registered non-profit associations known as Cannabis Harm Reduction Associations (CHRAs). They operate under the Authority on the Responsible Use of Cannabis (ARUC) and allow members to legally grow and distribute cannabis collectively within strict legal guidelines. Each CHRA can have a maximum of 500 members and must be located at least 250 metres from the entrance of any school, sports facility or youth centre.
How do cannabis clubs operate in Malta?
The process from seed to member is more complex than most people realise:
- Clubs grow their own cannabis flower in licensed facilities
- After harvest, the flower is cured and dried to perfection
- Each batch is lab tested to ensure safety and compliance
- The tested flower is then packaged and distributed to registered members
What are the legal limits in Malta?
Understanding Malta’s cannabis laws is essential before joining a club or carrying cannabis in public.
- Up to 7 grams in public is legal for adults 18+
- Up to 50 grams of dried cannabis allowed at your registered home address
- Up to 4 plants per registered address
- Plants must not be visible to the public and must be inaccessible to minors
- Clubs can distribute up to 7 grams per day per member
- Maximum 50 grams per month per member
Can you smoke in public in Malta?
No. Consuming cannabis in any public place is strictly prohibited. The fine is €235. Consuming cannabis in front of a minor carries a fine of €300 to €500.
Public places include streets, parks, beaches and any place open to the public. Since the 2025 amendments, consuming cannabis anywhere, even on private property, where the smell is a nuisance to others can be fined €235.
Can you smoke inside cannabis clubs in Malta?
No. Cannabis clubs in Malta are distribution points only — consumption on the premises is not permitted under current law. Members must take their cannabis home or to a private space to consume it.
Can tourists buy weed in Malta?
No. Cannabis clubs in Malta are strictly for residents only. To join a CHRA you must be a resident of Malta (Maltese ID card or residence document). Tourists cannot become members of cannabis clubs and cannot legally purchase cannabis in Malta.
Are cannabis clubs in Malta full?
